Poss Dupe Protocol

What is the FIX protocol on Poss Dupe orders (FIX tag 43=Y) in FIX 4.0?
Specifically, what protocol standards should be in place on these messages to determine if they should be sent, accepted or kicked out.

Example
Current Date is 03/01/08
A New Order Single message is sent and identified in the header as a Poss Dupe (FIX tag 43=Y) and original sending date and time from a previous date (FIX tag 122 =20080222….)
Does standard FIX Protocol require that these messages be ignored or kicked out. Where tag 43=Y and tag 122 is less than the current date.
Or
Does standard FIX Protocol require that messages from a previous date not be sent, even if identified as a poss dupe?
