There is no FIX and XML specific parsers. The XML Working Group will be defining the grammar in a DTD or Document Type Definition that would help to validate FIX messages in the XML format we've named FIXML. We should be able to use any of the readily available parsers.
FIX is transport independent but most implementations seem to be on TCP/IP.
