I would say there is also the option of using ExecInst (18) = "S" (Suspend). In our current non-FIX API orders can be entered as "suspended" and also be automatically set to this state in the case a connection loss occurs. The "S" value needs to be removed through an Order Cancel Replace Request to release the order. Naturally the "S" value cannot have another meaning in your environment if you are to consider it.
