dictionaries in EUREX-FAST

Just got confused about dictionaries. Do I have to maintain one (and just one) global dictionary for decoding EUREX EBS-FAST-message streams?
In the EBS-Specification is a sentence that says: All the operators share the same dictionary regardless of the template and application type.
and there is another: For the same message type, FAST
compression will be applied to the fields from the second
message.
What I did not get is: is there one dictionary for each message type or not? Is message type matching to templates in this case? But then there would be a hint to different ditionaries for each template in the template, well there is no one... *confused*
