Detailed "Release Notes" accompanies each version of the FIX specification listing the changes since the previous version. Also, the FIX Repository (http://www.fixprotocol.org/repository) contains the actual fields, values, messages, etc. for each of these versions and could presumably be interrogated by a software application to produce further change details.
