FIX 4.0 specs and time fields

I thought that with the introduction of the FIX 3.0 specs all the time fields would be expressed in GMT and that that was going to be true for all future releases of the protocol. Therefore, applications and not the FIX engines would have to be concerned with the necessary conversions.
Am I missing something?
