Confirmation Message and AllocSettlInstType ( tag 780)

I have been reviewing the FIX 4.4 specifications, including FIXMate and I could not find tag 780 in Confirmation Message definition.
I expected tag 780 to be part of confirmation message based on the usage of the tag 780 in the FAWG Version 7.
The FAWG uses 780 to indicate Full SSI's are included in the Confirmation message, please see page 108 of FAWG version 7.
So the question is which document is correct or is it being proposed that field 780 is used as a custome field for SSI.
