Moderation in discussion forums

Would this keep individual FIXperimentors out from "discussions could be restricted for internal use for specific projects"?
I would like to suggest a concept of discussion forums moderation:-
1) Each discussion forum has moderator(s). New member's post(s) go thru if it does not contain list of spam words like sex, lotto, fuck, lottery, etc. and this list could grow based on new spam words discovered (Refer 3).
2)FIXProtocol.org web administrators and forum moderators can ban email ids later which post spam "disguised" as genuine email and escapes filter of (1).
3)Add a new button "Report Spam" to all posts when user is logged on.
For example - I would have clicked "Report Spam" button on the following posts

http://fixprotocol.org/discuss/read/897e09a8
When "sufficient number" of "genuine users" report a post a spam, the post is "suppressed" from view and administrators and moderators would be informed to review the post and "Mark it NOT Spam" or "Delete Spam" - This safegaurd is required to prevent a "genuine" post from being deleted as spam.
4)When reporting a spam, user can be given JTextArea to put a comment as to why he/she thinks the message under reference is a Spam.
I am aware that all this may mean lot of website enhancements / coding, I am just putting ideas in the pipeline.
I have been a Java-FIX analyst/developer/tester FIXperimentor/FIXpert since Feb-2004. My email address was given "Discussion forum Group administration rights", but I did not use those administration rights because I had left the company (http://www.polaris.co.in/) I represented at http://FIXProtocol.org.
