According to Scott Atwell, TransactTime is the business level concept of the SendingTime, see link

So I guess to set is 3 days back is not correct. Just use the time when you send it from the application level to the FIX link the first time.
I suppose to post this question to the General Q/A section where more people, e.g. from the exchanges workgroup listen.
