Relationship of IdSource and SecurityID

How does the IDSource (tag 22) relate to the SecurityID (tag 48)? Specifically, if the user enters a value 22=7 (ISO Country Code), where is the ISO country code used? Is it included in the SecurityID field? If so, how is it displayed? I would appreciate a few examples, using tag 22=7 and tag 22=1 (cusip) or 2 (SEDOL).
