clOrdId vs OrdId

Hi all,
I have some doubt over clOrd and OrdId. I know that clOrdId is a unique id assigned by buy-side while the later is assigned by sell-side. But I want to know is there any relation between these two, because from the dataset we have, I found that:
1. First buy side send an order msg with a clOrdId, and then sell side replies with same clOrdId and same id is also used for ordId. Is this a rule, a convenient custom or just a coincidence?

2. Throughout a chain of orders, like order, canceling the same order, or replacing the same order, ordId remains the same, but clOrdId changes for order-cancel, replace. Gain is this a rule?
