checksum

I read through this thread about checksum: http://www.fixprotocol.org/discuss/read/585f79f3
However, I am still confused whether the standard requires the receiver to perform the checksum after decoding and putting back the omitted values (e.g. constant). Or is it up to decoder to decide?
