Sujay,

Your question is pretty simple. If the fix server rejects the message(session level, 35=3), it will result in the increment of its own outbound sequence number but in no way it will consume the expected incoming sequence number. Hence, the expected incoming by the fix server will still stand at 12. Hope this clarifies.
