Yes, you are correct. Since there is no clear statement in Fix protocol, your fix engine will be able to send tag 36= next seq number and can ignore the seq numbers consumed by the logon & res req message. However the best approach would be to send the seq reset Gap fill message with 36=8. I don't see any problems in both the approaches.
