Correct answer to New Order List messages?

I am writing the specification for a system that must be able to support List/Program trading via FIX.
I have a problem to find what should be the correct answer to the message
"New List - Order" in the FIX-Protocol documentation .
Is it "List Status" or "Execution Report" message?
Another question is, can I send "List Status" message with status "Received For Execution" or "Rejected" without specifying every single order inside of my list?
