<h3>FPL Issues First Draft of Version 4.4</h3>

The <a href="http://www.fixprotocol.org/cgi-bin/Spec.cgi?menu=4">new standard for electronic trading</a> has arrived.
Culminating months of effort by a large group of industry participants, the Global Technical Committee
of FIX Protocol Limited ("FPL") has released the first draft of FIX Protocol Version 4.4.

<p>The release marked the first public dissemination of an open, global messaging specification that many
industry participants expect will significantly improve electronic trading in the fixed income markets.</p>

<h3><a href="http://www.fixprotocol.org/cgi-bin/BBS.cgi?board=1034165240&menu=1034165240bbs">Technical Committee Invites
Comments</a> on Draft Release</h3>

Following a three-week comment period, FPL's
<a href="http://www.fixprotocol.org/cgi-bin/Workgroup.cgi?submode=org&id=928202077">Global Technical Committee</a>
will publish the second draft of Version 4.4 on
March 24, 2003. <strong>Final release is scheduled for April 30, 2003</strong>. The technical committee welcomes comments
throughout the drafting process.

<p>To make best use of the FPL website, visitors should first
<a href="http://www.fixprotocol.org/cgi-bin/ProfileManager.cgi?mode=Create">create a personal profile</a>, which
effectively registers them as users of the site. After registering, in order to submit or track comments and suggestions
on the first draft of Version 4.4, users should
<a href="http://www.fixprotocol.org/cgi-bin/ProfileManager.cgi?mode=Edit">subscribe to the "FIX 4.4 Changes"
discussion group</a>.</p>

<p>The Global Fixed Income Committee ("GFIC") invites all site users to also subscribe to the
<a href="http://www.fixprotocol.org/cgi-bin/BBS.cgi?board=941197506&menu=941197506bbs">Fixed Income discussion
group</a>.</p>

With this second issue of <em>newsFIX</eM>, we introduce <strong>Original Perspectives</strong>,
a series of articles on the FIX protocol and its application to the fixed income markets,
authored by industry experts. Pioneering FIX developer Mr. Witold Sames, Director and Managing Consultant for
<a href="http://www.reuters.com">Reuters</a>; America, Inc., has contributed the inaugural essay for the
series. The essay is a wide-ranging excursion through the challenges and opportunities of
using FIX for fixed-income trading.

<h3>TBMA and AMF Stride Toward Common Message Hub</h3>

Responding to the growing adoption of FIX and ISO 15022 and large increases in the
the volume of electronically transmitted messages for fixed income trading,
<a href="http://www.bondmarkets.com">The Bond Market Association</a> ("TBMA") and the
<a href="http://www.theassetmanager.com">Asset Managers Forum</a> have launched the <em> Common Message Hub
Initiative</em>.
 
<p>TBMA and AMF are releasing a <strong>Request for Information</strong> ("RFI") from potential vendors and users.
Interested parties may contact <a href="mailto:trios@bondmarkets.com">Tony Rios</a> at TBMA to request a
copy of the RFI.</p>
